ADB Data Room: ASEAN Australia Smart Cities Trust Fund


The ASEAN Australia Smart Cities Trust Fund (AASCTF), established in April 2019, is a single-donor trust fund financed by the Government of Australia, through its Department of Foreign Affairs and Trade (DFAT), managed by the Asian Development Bank (ADB), and implemented by global consulting firm Ramboll.  

The trust fund has provided direct pilot intervention support to 10 ASEAN cities, and has also delivered two regional programs covering up to 24 cities. AASCTF supports local governments with enhancing their planning systems, service delivery, and financial management by developing and testing appropriate smart solutions and systems that are anchored on a people-centered approach. By working with these cities, AASCTF enables a smarter and more livable urban transformation—that is, more green, competitive, resilient, and inclusive, leaving no one behind.

This data room serves a one-stop hub for the multitude of information and knowledge developed and delivered during the trust fund's implementation, mainly Phase 1 from 2019 to early 2024, as well as Phase 2 in late 2025, focusing on the sustainment of solutions for five key cities (Makassar, Hue, Baguio, Luang Prabang, and Penang). Through these materials, AASCTF seeks to share best practices and inspire replication throughout the region.
