Event: ADB Data Room: ASEAN Australia Smart Cities Trust Fund AASCTF project data sheet: Makassar View File Makassar, the economic hub of Eastern Indonesia, sits on the southwestern edge of Sulawesi, where trade routes, coastal ecosystems, and dense urban communities converge. As the city continues to grow rapidly, it faces increasing pressure on housing, mobility, public services, and environmental systems, all while managing heightened exposure to climate risks such as flooding and sea-level rise. In response, Makassar has sought more coordinated, data-driven ways to guide growth and improve livability for its residents. The ASEAN Australia Smart Cities Trust Fund (AASCTF) supported the City Government of Makassar through the development of the Makassar Livable City Plan (MLCP). The project introduced an integrated, data-driven planning framework that brings together spatial analysis, digital tools, and citizen engagement to help city agencies prioritize investments, coordinate across sectors, and align long-term development with community needs. This project data sheet is part of a collection that features 10 cities with direct interventions from AASCTF. Each data sheet provides a summary of the project, detailing challenges, solutions, and early impacts and benefits, as well how the solutions can be sustained long after project completion. The goal is to showcase how AASCTF has collaborated with the city and partners to catalyze people-centric smart solutions, which can hopefully be replicated or scaled in other Asian cities. AASCTF is financed by the Australian Government through the Department of Foreign Affairs and Trade, managed by the Asian Development Bank, and implemented by Ramboll.
