Irfan Qureshi

Irfan A. Qureshi is an Economist in the Economic Research and Regional Cooperation Department at ADB, where he contributes to macroeconomic surveillance, monitoring, and research while working for ADB’s flagship publication, Asian Development Outlook (ADO). His research has been published in peer-reviewed journals on topics relating to monetary policy and debt dynamics.

Milan Thomas

Milan joined the ADB in September 2020. He has a decade of experience in the design, implementation, and evaluation of development innovations from previous positions at USAID and Results for Development Institute (Washington D.C.). His work includes agriculture, development finance, education, health, nutrition, sanitation, and urbanization projects, with a geographic focus on Southeast Asia. Milan completed a Ph.D. in Economics at Georgetown University and a B.A. in Economics at the University of Cambridge.

Keiko Mizuguchi

Keiko Mizuguchi joined the Asian Development Bank Institute (ADBI) as an Environmental, Social, and Governance (ESG) Economist (Visiting Fellow) in April 2022. 

She is an ESG Economist with rich experience in the credit evaluation of financial institutions. Her areas of expertise include ESG investment, corporate governance, risk management, corporate financial and non-financial disclosure, and financial instrument evaluations.

Theresa Niederle

Theresa Niederle is a Principal Economist and Gender Expert at the European Bank for Reconstruction and Development (EBRD) in London. Theresa works and advises investment teams on the intersection between infrastructure and gender equality as well as economic inclusion, with a focus on Central, Eastern and South-Eastern Europe as well as Turkey. Previously to joining EBRD, she gained experience across the private and public sector, including in management consulting and as an advisor to governments in the area of sustainable private sector development.

Tim Gould

Tim Gould was appointed the Agency' s Chief Energy Economist in 2021. As Chief Energy Economist, he provides strategic advice on energy economics across a wide range of IEA activities and analysis. Mr. Gould is also Head of the Division for Energy Supply and Investment Outlooks, in which capacity he coleads the World Energy Outlook, the IEA' s flagship publication, and oversees the Agency' s work on investment and finance, including the World Energy Investment report.

Wolfgang Fengler

Wolfgang Fengler is the World Bank’s Lead Economist in Finance, Competitiveness & Innovation. A native German, Wolfgang has been a staff member of the World Bank for more than 18 years, during which he lived in four continents: First in North America working at the World Bank’s headquarters in Washington DC, then in Asia as a Senior Economist in the Indonesia office, followed by Africa, where he served as the World Bank’s Lead Economist in the Nairobi office. Finally, he moved to Europe as part of the senior team of the World Bank’s new hub in Vienna.

Masatsugu Asakawa

Masatsugu Asakawa is the President of the Asian Development Bank (ADB) and the Chairperson of ADB’s Board of Directors. He was elected President by ADB’s Board of Governors and assumed office on 17 January 2020.  

He previously served as Special Advisor to Japan’s Prime Minister and Minister of Finance, and has a close-to-four decades’ career at the Ministry of Finance with diverse professional experiences that cut across both domestic and international fronts.  

John Garrity

John Garrity is an economist, policy advisor, and project manager focusing on digital inclusion, universal internet access policy, and last-mile connectivity. He has previously held positions at the United States Agency for International Development, Cisco Systems, and World Bank and is currently a consultant for a number of organizations, including the Asian Development Bank (ADB), International Telecommunication Union, United Nations Development Programme (UNDP), Broadband Commission, UN Economic and Social Commission for Asia and the Pacific, and Connectivity Capital, among others.
