Anna Fink is Senior Country Economist at the Indonesia Resident Mission of ADB where she leads the design and implementation of the Country Partnership Strategy and Country Knowledge Plan. Anna was formerly a member of ADB’s Regional Cooperation and Integration Thematic Group where she led research and technical assistance on cross-border integration and regional public goods with a focus on Southeast Asia and the Pacific. 

Mr. S M Jakaria Huq is a career bureaucrat who has over 24 years’ experience working in the Bangladesh civil service. Since November 2022, Jakaria has been working as a Joint Secretary in the ADB Wing of Economic Relations Division (ERD) under the Ministry of Finance of the Bangladesh government. Before joining ERD, Jakaria was appointed as Commercial Counsellor to the Bangladesh High Commission, London from January 2018 to September 2023.

Najma is the Chief Economist in the Global Public Policy team at Netflix. Prior to working for Netflix, she was Chief Economist at the UK public service broadcaster for over thirteen years. She has also worked in the UK government and as an economic consultant.  She started her career working as a researcher at a think-tank.

Richard T. Carson is a Professor at the University of California, San Diego. He has a Bachelor of Arts degree in French and Political Science from Mississippi State University in Mississippi State, MS, USA and a Master of Science degree in the School of Public and International Affairs at The George Washington University in Washington D. C., USA. 

He further honed his expertise by earning a Doctor of Philosophy (PhD) in Agriculture and Resource Economics from the University of California, Berkeley, in Berkeley, CA, USA. 

Rhea works on labor economics, education, social protection, and innovation using microdata from household and firm surveys. Before joining ADB, she was with the Max Planck Institute for Tax Law and Public Finance where she worked on public debt and civil conflict. She received her PhD in Public Economics from the University of Munich in Germany.

From 1986 to 2003 he worked at the Research Institute of Economics and Organization of Agricultural Production of the Tajik Academy of Agricultural Sciences; 2003 to 2007 as the Dean of the Faculty of Economics of the Tajik Agrarian University; 2007 to 2011 as Director of the Research Institute of Economics and Organization of Agricultural Production of the Tajik Academy of Agricultural Sciences; 2011 to 2014 as the head of the department of agriculture and land use of the Executive Office of the President of the Republic of Tajikistan; November 2014 to January 2017 as the Head of the Depar

Romina Cavatassi is in charge leading a number of Impact Assessments (IA) and in setting up a systematic approach for sound IA. This involves defining the theory of change and related indicators, developing the tools for data collection, leading the training and the data collection as well as data analysis and dissemination of results. She is also collaborating in mainstreaming climate change adaptation and mitigation.

Dechen Wangmo is a Senior Procurement Officer working under Ministry of Finance since 2011. In this role,  Ms. Dechen is responsible for managing the e-procurement sytem development project in Bhutan. She is mainly involved in conducting  requirement study and stakeholder meetings for the  system development. She is also responsible for providing capacity building to the eGP system users which include procuring agencies, bidders and financial institution users.

Manjula Hettiarachchi is the Additional Director General, Department of Development Finance, Ministry of Finance, Sri Lanka. In addition, he is covering the duties of the Chief Executive Officer, National Insurance Trust Fund Board. Further, he has been working as the Project Director of Small and Medium-sized Enterprises Line of Credit Project (SMELoC) funded by the ADB.
