Assessing the Impact of Renewable Energy Based Microgrids on Local Development and the SDGs: Insights from the Philippines

The Cobrador Island Solar – Diesel Hybrid Project is one of ADB’s outstanding projects and led to increased service hours (24 hours per day), affordability (50% tariff reduction), and environmental soundness (RE share up to 90%). This presentation analyzed the impact on local development and the SDGs through a household questionnaire focusing on socio-economic characteristics, electricity usage patterns, and subjective perceptions of change after hybridization.

Raymond Serios

Raymond Serios is the Assistant Director for Administration & Strategic Projects of Negros Women for Tomorrow Foundation, a microfinance organization based in the Philippines. Having been with the organization for more than 13 years, he has started or led a lot of projects that involve providing access to electrification in off-grid areas, access to water and sanitary hygiene facilities, access to telecommunication, electronic banking, social health insurance, and Post-Disaster Housing Reconstruction, among others. Currently, he oversees Human Resource, Strategic Projects, and I.T.

Nathalie Risteau

Nathalie is the Co-founder and Director of Mandalay Yoma Energy (MYE), a Myanmar-based company which is a Joint Venture between ENGIE, the world’s largest private IPP, and Sol Partners Pte Ltd. (Singapore), focusing on rapid electrification of Myanmar via decentralized renewable solutions. The company enables access to energy programs for rural Myanmar through solar mini-grids and also develops rooftop Commercial & Industrial solar plants to enable MNCs and SMEs to reduce their reliance on heavily-polluting Diesel and create clean energy savings.

Natalia Kulichenko-Lotz

Natalia Kulichenko-Lotz is a Lead Energy Specialist in the Energy and Extractive Global Practice at the World Bank. Her work addresses energy sector policy dialogue and sector reform, energy access, power generation, transmission and distribution networks, as well as advanced energy technologies, including concentrating solar power and carbon capture and storage, and related policy and project development. She holds a PhD. in Chemical Engineering, MSc. in Electrical Engineering, and an MBA with specialization in international finance.

Divyam Nagpal

Divyam is a renewable energy specialist with over 7 years of professional experience at the intergovernmental and national level. He is currently working as an independent consultant with the MIT Energy Initiative, International Renewable Energy Agency(IRENA), and Factor.  Until recently, Divyam was an Associate Programme Officer with the IRENA's Knowledge, Policy and Finance Centre in Abu Dhabi (UAE).

Balasubramanian Viswanathan

As an IISD Associate, Balasubramanian works closely with its India program as well as the Geneva-based Global Subsidies Initiative. His recent areas of research include improving subsidy design for energy access, coal power in India and tracking international fossil fuel subsidies. Bala has a background in mechanical engineering, energy policy, and modeling. He has worked in projects across India, Canada, and Sweden.

Ayu Abdullah

Ayu Abdullah is co-founder and Regional Director for Southeast Asia at Energy Action Partners, an international nonprofit organization that focuses on capacity building and community development through collaborative and sustainable energy access programs. Ayu has almost a decade of experience working as a researcher and practitioner in sustainable energy and community development. She was previously at the Masdar Institute of Science and Technology in Abu Dhabi working on energy access, energy transition, sustainable energy policy, and sustainable development.

Amit Jain

Amit is a solar engineer, with a Ph.D. in solar energy and Fulbright Scholarship from NREL, USA and Chevening Fellow at King’s College, London. He loves to shares real-life stories on how solar energy is transforming people’s lives across health, transport, water, and agriculture sector.

He works with the World Bank and is leading a $2 billion renewables portfolio in India, Bangladesh, and the Maldives. He is leading the world’s largest energy access program in Bangladesh and solar program in India.
