In this presentation, Mr. Leather cites inadequate financing support to develop high-quality, high-capacity transport infrastructure and services as a key contributing factor to the current infrastructure gap in Asia and the Pacific. He also emphasized the importance of rehabilitation, improved management, and maintenance in improving the region's railroad system standards and operations, as well as the changing areas for ADB assistance in the railway sector.​

Maricar Barrogo has been involved in the design and administration of ADB’s water and urban development projects in South Asia and Southeast Asia since 2011. She is also a key member of the team managing the Pacific and Southeast Asia portfolio of water and urban development sector office.

She joined ADB in 2008 where she assisted in the processing of energy, transport and education projects in the Pacific. Prior to ADB, she worked in the government sector as a technical officer in the Presidential Management Staff under the Office of the President of the Philippines.

Dr. Patrick L. Osewe is a leading global expert on public health and the Chief of the Health Sector Group at the Asian Development Bank (ADB). In close collaboration with the Health Sector Committee, he currently leads the application of evidence-based and innovative approaches to address priority and emerging health issues in Asia and the Pacific ¾focusing on the nexus of Universal Health Coverage, pandemic preparedness, education, social protection, climate change and finance.
