Laxmi Pant

Laxmi Pant is the Safeguards Unit Chief and Procurement Manager of the Project Implementation Directorate of the Kathmandu Upatyaka Khanepani Ltd. In Nepal. She was a state engineer for Nepal's Second and Third Small Town Water Supply and Sanitation Project and the Department of Water Supply and Sewerage. She also worked as an engineer in a private consulting firm. Ms. Pant is a member of the Nepal Engineering Council, Nepal Engineers Association, and Society of Public Health Engineers.

Deepak Bahadur Singh

Deepak Bahadur Singh is the Senior Environment Officer in ADB’s Nepal Resident Mission. He leads the collaboration with the safeguard teams of the South Asia Regional Department in project processing and implementation. He was involved in environmental monitoring of development projects in Nepal, Bhutan, Bangladesh and Afghanistan. Mr. Singh has 30 years of experience as a hydropower and environment engineer in the government-owned Nepal Electricity Authority. He then joined SILT Consultants, a leading engineering consulting firm in Nepal, as its director. Mr.

Chandan Kumar Ghosh

Chandan Kumar Ghosh is the Project Manager for the Nepal Electricity Authority’s KaligandakiTransmission Corridor Project. He has 20 years of professional service in the Authority. He was a deputy manager for the Hetuada-Dhalekbar-Duhabi 400 kV Transmission Line Project under the Nepal-India Electricity Transmission & Trade Project. Mr. Ghosh has a master’s degree in electrical power engineering and a bachelor’s degree in electrical and electronics engineering, both from the Kathmandu University.

This presentation discusses the evolution of thinking about hydropower, specifically upstream impacts; compliance of EFlows with performance standards; the rise in consideration of EFlows; engaging affected communities; a logframe for EFlows assessment; establishing project context; setting up an EFlows assessment tool; analyzing alternatives; and drafting and implementing an EFlows management plan.
