Deepak Bahadur Singh is the Senior Environment Officer in ADB’s Nepal Resident Mission. He leads the collaboration with the safeguard teams of the South Asia Regional Department in project processing and implementation. He was involved in environmental monitoring of development projects in Nepal, Bhutan, Bangladesh and Afghanistan. Mr. Singh has 30 years of experience as a hydropower and environment engineer in the government-owned Nepal Electricity Authority. He then joined SILT Consultants, a leading engineering consulting firm in Nepal, as its director. Mr.

Duncan is a Senior Environment Specialist at ADB in the Environment Group of CCRE, CCSD where he provides advisory and compliance support to operational departments as well as working on thought leadership work within the environment sector. His current work involves development of ADB’s long-term strategy to further mainstream biodiversity at the bank amongst other things.

Mr. Rau is leading ADB’s urban development support to the People’s Republic of China (PRC) and significantly contributes to ADB wide urban policy and related publications. He supports city cluster coordination, urban-rural integration, climate change adaptation and sponge cities with nature-based solutions, circular economy zero waste cities. He conceptualizes and implements pilot projects for low-carbon climate-resilient healthy and age-friendly city action and management planning to bring out tangible benefits for the globally emerging four-generation urban communities.

Dr. Najibullah Habib is a Senior Health Specialist (MD, DrPH) with over 20 years’ experience working in major multilateral donor agencies and international health institutions. His expertise is in health policy development, communicable disease control, and health workforce capacity development.

Emma Marsden, a Senior Environment Specialist, works in the Safeguards Division of the Sustainable Development and Climate Change Department at ADB. Her responsibilities include supporting the implementation of the Safeguard Policy Statement. Her main areas of interest are pollution and health. Emma has a BSc in Environmental Management from Lancaster University and an MSc in Environmental Impact Assessment from the University of Wales, Aberystwyth. She has 20 years of experience in the field of environmental and sustainability assessment.

Jocelyn Erlinda Munsayac is the Director for Regional Operations Services 3, Southeast Asia Office of Safeguards at ADB. 

She graduated from the University of the Philippines.
