Ricardo Carlos Barba Keywords safeguards urban projects ADB projects Read more about Ricardo Carlos Barba Ricardo Barba is a Principal Safeguards Specialist for ADB’s South Asia Department. He has been with ADB since 1996, initially as a consultant and then as safeguards specialist based in headquarters and the Cambodia Resident Mission. In addition to safeguards, Mr. Barba’s assignments included processing and implementing ADB’s urban projects in Bhutan, Maldives, and Sri Lanka. At present, he leads safeguards implementation for the South Asia Department. Ricky has also processed and implemented urban development and housing projects in Bhutan, India, Maldives, and Sri Lanka.
