Ricardo Barba is a Principal Safeguards Specialist for ADB’s South Asia Department. He has been with ADB since 1996, initially as a consultant and then as safeguards specialist based in headquarters and the Cambodia Resident Mission. In addition to safeguards, Mr. Barba’s assignments included processing and implementing ADB’s urban projects in Bhutan, Maldives, and Sri Lanka.
At present, he leads safeguards implementation for the South Asia Department. Ricky has also processed and implemented urban development and housing projects in Bhutan, India, Maldives, and Sri Lanka.
He holds a Master’s Degree in Social Sciences from the National University of Singapore and Bachelor’s Degree in Economics from the University of the Philippines, Los Banos.
