He has over 20 years of multisector professional safeguard experience with multilateral development banks, international private consultancy, and the UK local government. Prior to joining ADB, Mr.

Nianshan Zhang

Nianshan Zhang is the Deputy Director General of ADB’s Central and West Asia Department. Before assuming this post, he was the region’s Advisor and Head for the Portfolio, Results, Safeguards and Gender Unit in CWOD-PSG. His unit oversaw the implementation of ADB’s safeguards policies, investment portfolio, financial management, and gender equity of projects in the region. Mr. Zhang held various other positions in ADB, including as senior transport specialist; senior advisor to the Vice President, VPO1; and deputy country director in ADB’s Pakistan Resident Mission.

Ashraf Mohammed

Ashraf Mohammed is the Deputy Director General of ADB’s Procurement, Portfolio and Financial Management Department. His focuses on the implementation of the New Procurement Framework and ADB’s use of alternative procurement arrangements. He was previously Assistant General Counsel in ADB’s legal department where he was the procurement focal. Forum on Successful Project Design and Implementation: Rising to the Challenge of COVID-19 and Beyond (Virtual)

The Forum on Successful Project Design and Implementation focused on the theme “Rising to the Challenge of COVID-19 and Beyond”. The experience of project implementation frontliners and cases from the field set the stage for three days of virtual discussions and knowledge sharing.

Xiufeng Zhao

Xiufeng Zhao, Ph.D. is a Senior Portfolio Management Specialist in the Portfolio Management Division (PFPM) under Procurement, Portfolio and Financial Management Department (PPFD) in the Asian Development Bank (ADB). A certified Project Management Professional (PMP), also TOGAF 9 certified (the Open Group of Architecture Framework), Xiufeng has worked for more than 20 years on development, system architecture and data services.

•K. Srinivasa Raghavan is a Deputy Director General / Scientist G working in National Informatics Centre, Ministry of Electronics & Information Technology, Government of India, since 1988. Usha Saxena

Ms. Saxena joined National Informatics Centre, Government of India  in 1991 at the grass root level as District Informatics Officer. Since then has been involved in development and implementation of various eGovernance systems across the country.

 Usha  played an instrumental role in design development and widespread adoption of NIC eGP system, the Government eProcurement System of NIC, GePNIC © across India. NIC has also developed an eAuction system which caters to Forward and Reverse auctions of various kinds.

Mokuolu I. Adesina

Mr. Mokuolu Isaac Adesina is a procurement and IT professional with vast experience in both private and public sector that span over 16 years. He has been working with International Development Partners on Public Procurement Reform interventions at the federal level since 2008. He has been involved and led many innovative IT projects and digital procurement initiatives at the federal level in the public procurement sector in Nigeria.

Jenny Yan Yee Chu

Jenny Chu is a Procurement Specialist in ADB’s Procurement, Portfolio and Financial Management Department. She is the procurement focal for South Pacific countries, and she leads the work on mainstreaming sustainable procurement and strengthening the environment, health and safety requirements in ADB procurement documents. Ms. Chu is a chartered professional engineer and an admitted barrister and solicitor of the High Court of New Zealand. She has over ten years of experience in project planning, design and delivery of complex infrastructure projects.
