Kevin Lane

Kevin Lane has 25 years’ international experience in various technical and managerial roles in energy efficiency, especially focussing on lights and appliances. He has successfully contributed to over a dozen European energy end-use studies commissioned as preparation for EU product policy (e.g. EU labeling, minimum efficiency standards, and voluntary agreements), including UK impact assessments. He has supported the development of standards and labels in various other countries (including EU, People's Republic of China, US, Australia, and Viet Nam).

Jyoti Parikh

Jyoti Parikh is a Member of the Prime Minister’s Council on Climate Change –India and is a recipient of Nobel Peace Prize awarded to IPCC authors in 2007. She served as the senior professor and Acting Director of Indira Gandhi Institute of Development Research (IGIDR), Mumbai 1986-2003. IIASA, Austria for 8 years (1980-86, 76-78) and Planning Commission, as a senior energy consultant at New Delhi (1978-80).

David Elzinga

David engages across a range of energy system technologies to support ADB’s investments in the energy sector. Previously at the UN Economic Commission for Europe

David's focus was on the role of fossil fuels in sustainable energy systems and at the International Energy Agency (IEA) was the lead author for Energy Technology Perspectives publication. He also led the IEA’s work on electricity system technologies, such as Smart Grids.

Ranishka Wimalasena

Ranishka possesses over 19 years of professional experience mainly in energy sector development activities including policy formulation, promotion of renewable energy and infrastructure development. Ranishka is a Senior Energy Specialist (Climate Finance) at the Asian Development Bank based in the Headquarters in Philippines. He previously supported ADB’s work in the Pacific and was based in Pacific Subregional Office in Fiji. Before moving to Fiji, he managed ADB’s energy sector portfolio in Sri Lanka. He has extensive working experience in South Asia and Pacific.

ADB Energy Sector Portfolio

Asian Development Bank (ADB)’s energy policy remains relevant as it continues to invest its efforts in the development of clean energy. In order to create an enabling environment for clean energy generation, ADB provides soft support by introducing new and high level technologies and promoting South-South cooperation, among others.

Yongping Zhai

Yongping Zhai graduated from the Department of Thermal Engineering of Tsinghua University in 1983. Subsequently, he studied at the Institute of Energy Policy and Economics Grenoble, France, and received Ph.D. in Energy Economics in 1989. From 1993 to 2000, he served as a Senior Energy Economist in the African Development Bank. He joined Asian Development Bank in 2000 and successively served as the energy specialist, Director (from 2010), and Chief of the Energy Sector Group (2015-July 2021) at ADB. In July 2021, he joined Tencent as Senior Advisor supporting the company’s goals.
