He has extensive experience with a demonstrated history of working in the power utility and the international trade and development industry. Skilled in power transmission and distribution, smart grid, power system, renewable energy, and strong engineering professional. Before joining ADB, he worked in the Philippines, South Africa, Haiti, and Jamaica in power subsector development. 
 

Rakesh Kumar

Rakesh Kumar has a diverse experience of 36 years in the energy sector, working with companies such as NHPC, POWERGRID, PTC India, and Solar Energy Corporation of India (SECI). He played a key supporting role in cross-border transmission inter-connections and power trade with Bhutan, Nepal, and Bangladesh and in the development of a vibrant power market in India. His team's efforts in rooftop solar won SECI a National Award from Ministry of New and Renewable Energy, Government of India in 2016.

Yongping Zhai

Yongping Zhai graduated from the Department of Thermal Engineering of Tsinghua University in 1983. Subsequently, he studied at the Institute of Energy Policy and Economics Grenoble, France, and received Ph.D. in Energy Economics in 1989. From 1993 to 2000, he served as a Senior Energy Economist in the African Development Bank. He joined Asian Development Bank in 2000 and successively served as the energy specialist, Director (from 2010), and Chief of the Energy Sector Group (2015-July 2021) at ADB. In July 2021, he joined Tencent as Senior Advisor supporting the company’s goals.

West Kalimantan Power Grid Strengthening Project: Reducing Indonesia’s Oil Dependency While Fostering Regional Cooperation

As oil fuels all power generation in Indonesia’s West Kalimantan, overdependence on this costly and carbon-intensive energy source negatively affects both the environment and economy of the province. Through the assistance of the Asian Development Bank (ADB), Indonesia signed a cross-border power trade agreement to tap existing power supply from neighboring Malaysia.

Green Power Development Project: Bringing Benefits to Bhutan and Beyond

The Kingdom of Bhutan is one of a few countries in Asia with large, unexploited hydropower resources. Despite the surplus power, many rural households lacked access to electricity in the early to mid-2000s. The Government of Bhutan and the Asian Development Bank (ADB) turned this challenge into an opportunity through the Green Power Development Project, which improved energy access and expanded the country’s revenue base due to income from power exports.
