Prof. Udayanga Hemapala is the current Secretary of the Ministry of Energy in Sri Lanka. He graduated in 2004 with a BSc in engineering (first-class honors) degree specializing in electrical engineering. He obtained his Ph.D. from the University of Genova, Italy in 2009.  He was promoted to the post of Professor in the Department of Electrical Engineering with effect in 2017 and then served as the Head of the Department of Electrical Engineering. Now, he is serving as the Dean of the Faculty of Engineering.

Ravi is currently working as Lead Counsel (Legal & Regulatory Affairs) in the online gaming space. His responsibilities include looking after the strategic legal and policy issues affecting the company as well as broader systemic issues. He is spearheading the collaboration with stakeholders from the government and the private sector to deliver a better regulatory landscape for online gaming in India. He was earlier working with Invest India, Ministry of Commerce & Industry where he was part of the Technology, Media & Telecom team.

Samuel Mark Nicholls worked in the ADB's Governance Thematic Group as part of the LKYSPP-ADB internship program.

Christina specializes in international development finance, law and policy reform, dispute resolution and ESG standards and drives thought leadership on sustainable development issues. She is currently a Principal Counsel of the Asian Development Bank and leads the Office of General Counsel's Law and Policy Reform Program which designs and implements legal and judicial reform technical assistance projects across the Asia and the Pacific region.

Belinda’s work at ADB focuses on enhancing the resilience of infrastructure, cities and communities in Asia and the Pacific. Belinda’s background is in engineering, environment and GIS. Over the last twelve years she has worked closely with public and private sector, NGOs and international organizations to deliver climate and disaster risk assessments; resilient infrastructure projects and strategies; and mapping and information management support for humanitarian responses across Africa, Asia and the Pacific.

Mr. Alfredo Perdiguero is the Director of the Regional Cooperation and Operations Coordination Division in the Southeast Asia Department of Asian Development Bank. He has worked in Southeast Asia for the last 20 years and has broad exposure, deep knowledge and extensive work with ADB on regional cooperation and integration issues in the Association of Southeast Asian Nations (ASEAN), the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA), the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), and the Greater Mekong Subregion (GMS).

Jecel Censoro is a development professional with expertise on topics related to governance, institutions and organizations, education, sustainable development and information and communication technology. She has a total of 10 years work experience working on strategic planning, project management, capacity building design and training, research, partnership building, stakeholder management, monitoring and evaluation and administration. She has worked with various international and local organizations that operates in more than 63 countries.
