Hiroaki Takiguchi

Hiroaki Takiguchi is a Senior Advisor for Environmental Management at the Japan International Cooperation Agency (JICA), specializing in air quality and pollution control. He advises on the design and implementation of JICA projects addressing air pollution, water pollution, and chemical management. Previously, he spent over 30 years at Japan’s Ministry of the Environment, serving as Director of the Air Quality Management Division and the Environmental Health and Safety Division. He has also taught environmental policy and sustainability at Japanese universities.

Minoru Hasegawa

Minoru Hasegawa is the Director for Policy Coordination, Multilateral Development Banks Division at the Ministry of Finance of Japan. In this role, he contributes to Japan’s policy coordination on international economic development, development financing frameworks, and engagement with global financial institutions.

Genki Kato

Genki Kato is the Chief Representative of the Japan Bank for International Cooperation (JBIC) in Singapore. He has represented JBIC in various international forums and policy discussions related to development finance and cross-border infrastructure investment.
