Saijai Liangpunsakul

Saijai Liangpunsakul is the Founder and CEO of Stop Online Harm, a women-led organization ending technology-facilitated gender-based violence across Southeast Asia. The initiative, the Online Ambulance, has supported over 800 survivors and reached more than 7 million people. Saijai works at the intersection of human rights and technology and is a Harvard Ash Democracy Fellow.

Natalino Ximenes

Natalino Ximenes has over 10 years of broad development and leadership experience, including knowledge and experience in socio-economic development and public finance management. Natalino holds a PhD degree in economics from ISCTE University of Portugal. Currently, Natalino has the role of the Director for special projects of IOB and is entrusted as the project manager for a research study entitled "General state of higher education in Timor-Leste" targeting 19 higher education institutions.

Silvia Garcia Mandico

Silvia is an applied economist interested in labor and social protection issues. Prior to ADB, she was an economist at the OECD, where she conducted policy-relevant research on labor market issues with a focus on older workers and people with disability. Before that, she worked as an impact evaluation consultant at the World Bank. Silvia has a PhD from the Erasmus University of Rotterdam and the Tinbergen Institute in the Netherlands, and a bachelor's degree from Pompeu Fabra University in Spain.

Masato Kanda

Masato Kanda is the President of the Asian Development Bank (ADB) and the Chairperson of ADB’s Board of Directors. He was elected President by ADB’s Board of Governors and assumed office on 24 February 2025.

Prior to joining ADB, Mr. Kanda served as Special Advisor to Japan’s Prime Minister and Minister of Finance.

Mahnoor Arshad

Mahnoor Arshad is a Research Associate at the Economic Growth Cluster at Sustainable Development Policy Institute (SDPI), where she works on research, policy advocacy, and capacity-building initiatives in areas including gender equality, financial inclusion, trade, energy, and local governance. She has led and co-authored studies on women’s economic empowerment, digital transformation, and sustainable livelihoods.

Catherine Holloway

Cathy is co-founder & Academic Director of GDI Hub. Cathy leads the Innovation Cluster and the Data and Evidence cluster of the flagship AT2030 programme. Cathy leads the innovation work of GDI hub, including the imagination and initiation of Innovate Now and the AT Impact Fund.

Cathy contributed to the WHO-UNICEF Global Report on Assistive Technology as an author and via membership of the Expert Advisory Panel. Cathy currently sits on sits on the EPSRC Strategic Advisory Team for Healthcare Technology, and the WHO Technical Advisory Group for Assistive Technology.
