Anders Pettersson

Mr. Pettersson, Principal Portfolio Management Specialist, Central and West Asia Department, worked with procurement on ADB funded projects for 14 years including all CWRD DMCs, PR China, Mongolia, Viet Nam and the Pacific and has held portfolio management positions in the ADB Mongolia Resident Mission and the East Asia Sustainable Infrastructure Division on Transport and Energy sectors. He is ADB Procurement Accredited and holds a master’s degree in business administration.

Dinesh Shiwakoti

Currently Head, Project Administration Unit, Pakistan Resident Mission, Islamabad.

Before joining ADB, Dinesh worked in Vietnam, Singapore, Japan, Thailand, and Nepal.

He has extensive experience in physical infrastructure projects in planning, designing, procuring, executing and implementing contracts. He also Served as Project Manager, Contract Specialist, Quantity Surveyor, Geotechnical Specialist, and Civil Engineer. He is a Fellow of the Chartered Institute of Arbitrator, and FIDIC Certified Adjudicator.

 

Alain Morel

Alain Morel is a Principal Urban Development Specialist and Project Administration Unit Head with the ADB Water and Urban Development Sector Group, with over 33 years of experience in project design, management, and implementation. He previously served as the Philippines Country Operations Head for ADB, overseeing projects and coordinating with government agencies, and has held roles in procurement and consulting services within ADB.

Galiya Ismakova

Galiya Ismakova is the Director of Procurement Division 2, Procurement, Portfolio, and Financial Management Department at the Asian Development Bank. She has over 30 years of work experience and 24 years of ADB experience. Galiya is an established international procurement expert with a track record of developing and improving public procurement arrangements and systems. Her expertise lies in international public procurement, digital transformation, e-government procurement, and international business management.

Deborah Stokes

Ms. Deborah Stokes is the Vice-President for Administration and Corporate Management of the Asian Development Bank (ADB). She assumed the position in January 2016.

Ms. Stokes is responsible for the overall management of the operations of the Budget, Personnel, and Management Systems Department; Office of Administrative Services; Office of the General Counsel; Office of Information Systems and Technology; Office of the Secretary; and Operations Services and Financial Management Department.

Noel Sta. Ines

Noel is currently a staff-consultant (Procurement and Contract Management Specialist) at the Asian Development Bank. Aside from his over 30 years of extensive experience in the field of procurement (health, education, social welfare, climate change, irrigation / water, power, transport, mining, agriculture, local government finance, SME and environment) and project management, including about 20 years in the World Bank, he has considerable work on community driven development and citizen monitoring.

Jeff Taylor

Jeffrey Taylor is the Deputy Director General, Procurement, Portfolio and Financial Management Department. He also serves as ADB's Chief Procurement Officer representing ADB in the MDB Heads of Procurement forum. Jeff has been working on the public procurement of infrastructure projects for 36 years, the last 16 years of which have been with ADB.
