KY Sereyvuth

Dr. KY Sereyvuth is a distinguished labor economist and research professional specializing in skills development, labor market dynamics, and evidence-based policy formulation. He leads research initiatives on wage policy, labor market trends, skills mismatches, and macroeconomic developments to inform strategic policy decisions in Cambodia.

Vishal Aditya Potluri

Vishal is a Social Sector Economist for Human and Social Development Sector at the Asian Development Bank. He leads sovereign projects on harnessing innovation and digital tools to advance education and skill development in Southeast Asia. He has also led work on digitalization and start-up ecosystem development in Central and West Asia. Before joining ADB, Vishal served as an Overseas Development Institute Fellow in East Africa, working as an economist in the Ministry of Finance in Uganda and South Sudan. He also served a William J. Clinton Fellow in India.

Michael Roth

Michael Roth is Public Sector Practice Lead. Michael has more than 20 years of experience in development cooperation and has worked for more than 10 years in reinsurance. In his role as public sector practice lead for Capital Partners he the advisory and transaction business in the Alternative Risk Transfer Space with public sector clients globally. Michael has been originating business from public sector clients in cooperation with multilateral development banks, and -organisations, with non-governmental organizations.

Shiva Kumar Adhikary

Mr. Shiva Kumar Adhikary is the Director of the Human Resource Department at the Nepal Electricity Authority (NEA), where he brings over 20 years of experience in public utility management and workforce development. He has been instrumental in shaping NEA’s human resource strategy, with key leadership roles in HR planning, recruitment, policy and legal framework development, and organizational restructuring.

Sangay Dorji

Mr. Sangay Dorji is serving as the Offtg. Director in the Department of Workforce Planning and Skills Development, Ministry of Education and Skills Development. 

He is the Project Manager of Pathways for Emerging Skills and Jobs Project (PESJP), ADB executed by the Ministry of Education and Skills development since the launch of the project in November 2024 and has been with the Civil Service for 33 years at various capacity. 

He has a Masters in Mechanical Engineering with specialization in Bio-Mechanical Systems from Ehime University, Japan.
