Shiva Kumar Adhikary

Mr. Shiva Kumar Adhikary is the Director of the Human Resource Department at the Nepal Electricity Authority (NEA), where he brings over 20 years of experience in public utility management and workforce development. He has been instrumental in shaping NEA’s human resource strategy, with key leadership roles in HR planning, recruitment, policy and legal framework development, and organizational restructuring.

Mr. Adhikary has led the design and implementation of inclusive HR practices, capacity-building programs, and institutional reforms to align NEA’s workforce with the evolving needs of Nepal’s energy sector. He has also contributed to the formulation of training policies, employee welfare frameworks, and gender inclusion initiatives. His work emphasizes building a skilled, adaptable, and future-ready workforce.

In addition to his national contributions, Mr. Adhikary has represented NEA in regional forums and international collaborations, working closely with development partners, including ADB, to advance utility reform, digital transformation, and sustainable energy transition goals across South Asia.
