Anthony Gill

Anthony heads the Portfolio Administration Unit at ADB’s Cambodia Resident Mission. Before moving to Cambodia, Anthony was a member of the Greater Mekong Subregion (GMS) Economic Cooperation Program Secretariat, and the Head of both Portfolio Administration and Country Programming for ADB’s Indonesia Resident Mission. Prior to working in Southeast Asia, Anthony was the Head of Programming and the Country Economist for Palau and the Federated States of Micronesia.

Shigehiko Muramoto

Mr. Shigehiko Muramoto is the Head of the Project Administration Unit of the South Asia Transport Sector Office - currently supervising the implementation of 22 loans and 13 technical assistance projects, worth over $3 billion. Mr. Muramoto has over 36 years of experience in infrastructure development. He joined ADB in 2001 and has worked in Southeast Asia, South Asia, Central and West Asia, and Pacific.

Takeshi Shiihara

Having worked for a Japanese commercial bank, United Nations Development Programme (UNDP), and the Japanese Government, Mr. Shiihara joined the Asian Development Bank in September 2008. Since then, he has been involved in processing as well as administration of energy sector projects for such countries as Bhutan, Cambodia, Fiji, India, Indonesia, Nepal, and Papua New Guinea, among others. 

Since January 2024, he has been designated as the Project Administration Unit Head, looking after administration of all energy sector projects from Southeast Asia and the Pacific.

Elizabeth Fischelis

Liz serves as program manager for HDI's work aimed at increasing the amount and effectiveness of philanthropy in Haiti, including organizing platforms for knowledge sharing among funders and development practitioners like the Haiti Development Forum and supporting HDI's philanthropic advising and grant intermediary services.  Based in Boston, Liz also supports Board operation and leads HDI's fundraising and communications efforts.
