Mr. James Garber is a business and technology consultant with over thirty years' experience in project/programme formulation and management, knowledge management, business analysis, system/process design, risk management and internal controls reporting for clients in government, private industry and international organizations. His undergraduate degree is in Electrical Engineering from the University of Pennsylvania and he has an MBA in finance from the Wharton School. 

Mr. Asperas holds a Master of Science in International Health and is Technical Director at the Health and Social Development Department of GOPA Worldwide Consultants. He is currently managing the pre-feasibility study of the Health Borders Project of the ADB to design hospital improvements for selected border areas in Cambodia and Laos.

Saurabh specializes in architecting of technical solutions. He has been working on Blockchain use cases for Governments and has developed key architectural considerations and policy imperatives for use and promotion of Blockchain by Governments. In his career spanning 18 years, he has designed production grade Blockchain systems to enterprise level Financial Management Systems for Governments. He converges domain understanding with his technical expertise to deliver effective solutions for clients.

Chris is an international procurement specialist and an e-GP consultant with 43 years practical experience implementing donor-funded projects in Africa, Asia, the Caucuses and the Middle East.  Over the last 13 years, he has focused on supporting the adoption of e-GP by providing training and business requirements analysis for the design and procurement of e-GP systems. Chris is a passionate advocate for adopting a data-driven Open Contracting approach to public procurement and the use of the Open Contracting Data Standard (OCDS) in e-GP.

Jose Manuel Melero has deep experience in providing business advice on sustainable sourcing and supplier management.
He holds degrees in Corporate Governance and Business Ethics.
  

Karolis manages Open Contracting Partnership's programs in the EU & the Balkans.  Before joining the OCP, he contributed to global open government efforts, working with Transparency International Lithuania, Open Government Partnership, the Epsi platform, Open Knowledge International, Open Data Institute, and others. 

Before joining the Open Contracting Partnership, Viktor was acting CEO at SOE Medical Procurement of Ukraine – the central purchasing body set up by the Ministry of Health of Ukraine for medical public procurement. Between 2015-2018 he was a Program Director at Transparency International Ukraine. His portfolio included five significant initiatives – ProZorro, ProZorro.Sale systems development, DOZORRO community building, e-Health system development, and Construction Sector Transparency Initiative implementation.  He has experience in the private sector and in government.
