Francisco Moreno Velo is currently the Head of Business Development at ACCIONA Southeast Asia Infrastructure. Francisco (Paco) has extensive experience in designing and delivering diverse civil infrastructure projects, such as viaducts, highways, ports, airports, oil and gas, and industrial warehousing. During his career, Paco has worked at OHL Group, as Latin America Director and Asia Pacific Director, amongst other international appointments.

Ms. Alounny Manipakone, Deputy Director of the Public Procurement and Price Management Division, State Asset Management Department, Ministry of Finance (MOF), has served as a Bidding Committee Member for public procurement under various ministries and government agencies. Additionally, she has been a resource person providing knowledge on public procurement to government agencies and various organizations.
