Martin Okata

Martin is responsible for providing strategic and technical expertise to support climate and disaster risk management across activities of the ADB's Climate Change, Resilience and Environment Cluster, including informing climate adaptation solutions through data-driven tools, fostering capacity development, and supporting initiatives that integrate scientific climate considerations into policy, projects, and knowledge solutions.

Pasoumphon Thammarongsad

Mr. Pasoumphon Thammarongsad is a senior civil engineer and public sector professional with over 30 years of experience in health infrastructure development, planning, and project management in Lao PDR. He currently serves as Chief of the ODA Management Division at the Department of Planning and Finance, Ministry of Health, and as Deputy Project Director for several Asian Development Bank (ADB)–funded health projects, including the Improving the Quality of Health Care Project and the Greater Mekong Subregion Border Areas Health Project.

Jasper Tromp

Jasper Tromp is an assistant professor at the Saw Swee Hock School of Public Health, National University of Singapore. His work focuses on strengthening health systems in low- and middle-income countries, with particular attention to climate resilience, primary care, and cardiovascular disease. He works at the interface of epidemiology and health policy, supporting governments and development partners in translating evidence into investable health programmes.

Chansaly Phommavong

Dr. Chansaly Phommavong, Deputy Director of Planning and Finance at the Ministry of Health, Lao PDR, has over 20 years of experience in health systems, financing, and digital health. He has led national HMIS/DHIS2 implementation, Results-Based Financing, Health Equity Funds, and the National Digital Health Strategy (2023–2027). Holding an MD from Leningrad and a Master’s in Primary Health Care from Flinders University, he has advanced training in big data, AI, and ICT governance.
