Policy Dialogue on Triple Convergence: Health System Resilience on Pandemic Preparedness, Emergency Response, and Climate Adaptation in Southeast Asia

This policy dialogue will convene policymakers, development partners, health experts, and practitioners to advance integrated approaches to pandemic preparedness, emergency response, and climate adaptation in Southeast Asia. The event aims to build consensus on practical policy pathways and develop a roadmap to integrate pandemic preparedness and emergency response into Health National Adaptation Plans (H-NAPs) to strengthen climate- and pandemic-resilient health systems.

The dialogue will also mark the launch of ADB’s 2026 policy paper, Fitting Pandemic Solution to Scale, which highlights investment opportunities for more equitable, effective, and agile pandemic preparedness and response. Discussions will examine evolving global frameworks, including the Pandemic Agreement, International Health Regulations (IHR 2005), and COP30 climate and health priorities, while identifying regional policy actions and investment opportunities to strengthen One Health approaches, primary health care, universal health coverage, legal and regulatory reforms, and public–private partnerships.

After the Policy Dialogue, a culminating event entitled  "Supporting Enhanced COVID-19 Vaccination and Post-COVID-19 Health Security Response in Southeast Asia (SECURE) Dissemination Workshop: From Evidence to Investment" will disseminate the SECURE knowledge products, the SECURE Book, and the DevAsia knowledge repository. This workshop marks the formal 'Knowledge Handover' of this base, providing a technical reference for national governments and development partners.
