Melissa Paterno is the Principal Financial Management Specialist in ADB’s Southeast Asia Department. She has over 15 years of experience in sovereign and non-sovereign operations in ADB, including as senior institutional coordination specialist in the Pacific Department, senior financial specialist with the Southeast Asia Department, and investment specialist in the Private Sector Operations Department. Before joining ADB, Ms. Paterno was with ABN Amro (formerly ING Barings) in New York and Citibank, N.A.

Maria João Kaizeler is the Senior Financial Management Specialist in ADB’s Public Financial Management Division in the Procurement, Portfolio and Financial Management Department. She has more than 15 years of professional experience in financial management, financial reporting, auditing, and governance. Prior to joining ADB, Ms. Kaizeler was the financial management coordinator in the Asian Infrastructure Investment Bank, and before that, was a financial management specialist in the World Bank.

Saranga Gajasinghe is the Safeguards Officer in ADB’s Sri Lanka Resident Mission. Prior to his current assignment, he worked as a social safeguard specialist for ADB’s water and transport projects and for World Bank’s climate resilience project. Mr. Gajasinghe has a master’s degree in integrated water resource management from the University of Peradeniya and a bachelor of science degree in agriculture from the same university.

Koichi Takei is a counsel and procurement focal point at ADB’s Office of the General Counsel. He has over 17 years of professional experience in procurement for development assistance projects, particularly in Asia and Africa. He provides advice on procurement policies and rules, response to bid protests and resolution of contract disputes. Prior to joining ADB, he held senior procurement posts in the Japan International Cooperation Agency. Mr. Takei is a Japanese national and holds a master of law degree from George Washington University.

Felix Oku is a Senior Safeguard Specialist in ADB’s Sustainable Development and Climate Change Department. He is a NEBOSH-qualified construction health and safety specialist. He is also a chartered professional member of Chartered Institution of Water and Environmental Management and UK Society for the Environment. He has over 20 years of multisector professional safeguard experience with multilateral development banks, international private consultancy, and the UK local government. Prior to joining ADB, Mr.

Nianshan Zhang is the Deputy Director General of ADB’s Central and West Asia Department. Before assuming this post, he was the region’s Advisor and Head for the Portfolio, Results, Safeguards and Gender Unit in CWOD-PSG. His unit oversaw the implementation of ADB’s safeguards policies, investment portfolio, financial management, and gender equity of projects in the region. Mr. Zhang held various other positions in ADB, including as senior transport specialist; senior advisor to the Vice President, VPO1; and deputy country director in ADB’s Pakistan Resident Mission.

Ashraf Mohammed is the Deputy Director General of ADB’s Procurement, Portfolio and Financial Management Department. His focuses on the implementation of the New Procurement Framework and ADB’s use of alternative procurement arrangements. He was previously Assistant General Counsel in ADB’s legal department where he was the procurement focal. Prior to joining ADB in 2004, he held several senior positions in-house and in private legal practice positions in the London. A UK national, Mr.

Sophea has been with ADB in various capacities since 2003. Prior to his current role, he was the national program manager and chief technical advisor for the International Labour Organization (ILO) in Cambodia and Bangladesh. He holds a master’s degree in business administration specializing in human resource management from Charles Sturt University.

Dhiman Dasgupta has 25 years of experience in leadership roles across leading medical device corporates and geographies.

He is currently the Managing Director of Draeger ASEAN. Before this, he worked as Senior Director for Asia Pacific GETINGE Group Acute Care Therapies  ( Japan, China, South East Asia, India, ANZ, Korea, & Thailand markets). He also worked as Vice President of Maquet Cardiovascular.
