Amilcar Bilale

Amilcar Bilale is the Regional Procurement Coordinator for the Southern Africa Region, covering 13 countries.

Before joining the African Development Bank in 2019, he worked, for over 21 years, on the implementation of large, medium and small-scale Capex projects for various development partners, the public and the private sector.

Currently, he is leading the MAPS assessments in Angola, Mauritius and Eswatini. Amilcar has a Bachelor’s Degree in Civil Engineering and a Master’s Degree in Sanitary Engineering. He is also a Chartered Financial Analyst (CFA®).

Hiet Thi Hong Tran

Hiet Tran is a Senior Procurement Specialist at the Asian Development Bank (ADB). She oversees the procurement of development projects financed and administered by ADB and advises internal and external clients on procurement strategies and execution to achieve Value for Money. She has also been actively involved in the development of procurement policies and regulations, procurement reforms and harmonization, procurement risk assessments, and various procurement capacity development activities.

Itgel Lonjid

Itgel Lonjid is a Senior Social Sector Officer at the ADB Mongolia Resident Mission (MNRM). She designs and administers projects in the education and social protection sectors and supports portfolio administration at MNRM. Before joining ADB, she worked with local and international non-government organizations, donor-funded projects, and the private sector in the areas of human rights, local governance, cooperative development, and microfinancing. She holds a master’s degree in international development policy from Duke University, USA.
