David Bloomgarden

A public-private partnership (PPP) expert with over 30 years of global experience in policy, management, and project design and implementation. At the Inter-American Development Bank (IADB), he was the Chief of the Inclusive City Unit where he managed a $44.5 million project in the Latin America and Caribbean (LAC) region developing 40 blended finance investments for SMEs in sustainable business models for urban services delivery. Adrian Torres

Adrian Torres is the Chief of ADB's Public-Private Partnership thematic group. Prior to this position, he was the Associate Director of ANZ and Societe Generale. 

He graduated from RMIT University with a degree in Business Administration and received his Master of Finance and Economics from the University of Sydney. He is also a graduate of Harvard Business School. 

Amr Qari

Amr J. Qari currently serves as principal public-private partnership specialist in ADB’s Office of Public-Private Partnership (OPPP). He advises clients on structuring and tendering of PPP transactions and also leads the PPP Coordination and Support Team in OPPP, which is tasked with coordinating ADB’s PPP activities. Before joining ADB, Mr. Qari worked as a corporate lawyer at Simpson Thacher & Bartlett in New York, where he specialized in syndicated lending, acquisition finance and project finance transactions.
