Pisila Matafahi Otunuku holds the post of Deputy CEO for Finance and is also the Head of Procurement. Benoît Cambier is the European Investment Bank's (EIB, a.k.a. the EU Bank) representative for the Pacific, based in Fiji. Engineer by training, his professional experience has enabled him to develop a wide range of expertise, from public infrastructure and regional economic development to agriculture, climate change, and development & impact financing. His career has taken him to work in the public sector (EU and UN) as well as in the private sector with international consultancy firms.

A member of the Senior Foreign Service, he has previously served as Deputy Senior Commercial Officer (DSCO) at the U.S. Embassy in Tokyo, Japan, Senior Commercial Officer (SCO) for U.S. Commercial Service (USCS) in Pakistan, based in Karachi, and the head of USCS in São Paulo, Brazil. Part of the U.S. Department of Commerce, USCS is the principal trade and investment promotion agency of the U.S. government.
