Sanjay Grover brings over 18 years of extensive PPP policy and transaction experience, both from a grantor and a sponsor’s perspective.  At the PPP Thematic Group Secretariat, Sanjay is leading the Creating Investable Cities initiative to help cities in Asia-Pacific find the “most efficient financing for the most effective infrastructure” to build back better from the COVID-19 pandemic.

Andrew Jeffries is the Country Director for the Philippines at the Asian Development Bank, where he leads ADB operations and engagement with a country portfolio of approximately $12.5 billion. He has 34 years of professional experience, including more than 19 years with ADB. Previously, he led region-wide energy transition initiatives, served as ADB’s Country Director for Viet Nam, and was Director of the Southeast Asia Energy Division, overseeing investments in energy infrastructure and policy advice.
