Engr. Lim is the General Manager of Antique Electric Cooperative (ANTECO), an electric distribution cooperative, owned by the consumers it services. He has been at the helm of ANTECO over the past 23 years, spearheading the electrification of 18 municipalities and several island villages within ANTECO’s coverage area. His passion to provide 24-hours energy service to his remote communities moved him to initiate the ADB-assisted Malalison Island Solar Hybrid Project in joint venture with a private sector partner, which he envisions to replicate in other small islands. Engr.

Lathika is an electrical engineer who has worked with a range of start-ups and companies on energy innovation projects. Her key areas of focus include infrastructure development for sustainable urbanization and digital innovations in energy. She has overlooked the acquisition and management of projects focusing on decentralized autonomous energy exchanges such as peer-to-peer energy trading in the Philippines, EV charging stations in Thailand, and virtual net metering in India and Thailand.

Kirapat Jiamset is an experienced Electrical Engineer with a long experience in power distribution. He joined the Metropolitan Electricity Authority (MEA) after graduating from the Prince of Songkla University. His working profile ranges from engineering and technical support thru the installation and maintenance of distribution networks, covering both overhead and underground cable systems.

Ke Hu is Project Manager, China Energy Engineering Group of the Guangdong Electric Power Design Institute (GEDI). He works in electrical engineering and overseas EPC projects management. He is also committed to the development and engineering application of new power grid technologies, including DC Microgrids, Battery Energy Storage, VSC-HVDC Interconnection, Superconducting Current Limiter, etc.

Mr. Hu holds a Master of Science Degree in Electrical Technology for Sustainable and Renewable Energy Systems from the University of Nottingham.

Mr. Chang Seob Kim has over 30 years of professional experience in energy efficiency, renewable energy, and climate change. He is currently President of Korea Energy Agency (KEA). Prior to this, he held various senior positions in Presidential Committee on Green Growth, Korea Hydro & Nuclear Power Co. Ltd. and Ministry of Trade, Industry and Energy since joined KEA in 1997. He holds a Ph.D and M.S. in Electrical Engineering, both from Seoul National University, Republic of Korea.

Bikash Pandey is Director of Clean Energy at Winrock International. Winrock’s energy programs bring access to energy for the poor and increase clean electricity on the grid. Modern energy services are used to expand economic opportunity in rural areas and improve health care, education and living standards.

Mr. Mukhtor Khamudkhanov is a Director of Energy Division of Asian Development Bank’s (ADB) Pacific Department and is responsible for coordination of ADB’s energy sector operations in the Pacific developing member countries. Prior to joining the Pacific Department in January 2021, he was a Country Director of ADB’s Nepal Resident Mission (2017-2021) where he demonstrated knowledge and experience in policy dialogue, strategic and country operations planning, and worked on significant infrastructure projects, including hydropower and renewable energy, in Nepal.
