ADB Data Room: Inclusive Energy Solutions Initiative


The Inclusive Energy Solutions initiative is a cross-sectoral knowledge and engagement platform that supports a shift from fossil fuel-based systems to inclusive, sustainable, and renewable energy systems. Led by ADB across South Asia, the initiative convenes government agencies, utilities, civil society, and development partners to share operational strategies that promote socially responsive climate action.

Hawwa Liuza Ali

Ms. Hawwa Liuza currently serves as the Assistant Director of the Energy Department at the Ministry of Tourism and Environment in the Maldives. With over 14 years of service at the Ministry, she has made significant contributions to the formulation and implementation of national policies in the energy and environmental sectors. Her expertise spans conventional and renewable energy, energy efficiency, and regulatory planning.

Ugyen Thaye

Mr. Ugyen Thaye is the Chief Engineer of the Energy Resource Development Division (ERDD), Department of Energy, Ministry of Energy and Natural Resources, Royal Government of Bhutan. He had been working as a Chief Engineer since 2019. In addition to the Chief Engineer, he also serves as the Project Director to Sephu Solar Project and as the Engineer Officer to the Hon’ble Minister for 1020 MW Punatsangchhu – II Hydroelectric Project.

Dinesh Dulal

Dinesh Dulal is the Chief of Sustainable Energy Banking and an Executive Committee Member at NMB Bank Ltd., with over 23 years of experience in the Nepalese banking industry. His core expertise includes sustainable energy financing, agriculture lending, microfinance, and corporate social responsibility.

He represents NMB Bank on the board of the Partnership for Carbon Accounting Financials (PCAF), a global initiative on carbon accounting, and NMB Microfinance, the bank’s subsidiary dedicated to inclusive finance.

Lei Zhang

Mr. Lei Zhang has 28 years of professional experience in preparing and administering infrastructure projects, particularly in the energy sector. He joined ADB as an energy specialist in 2010. He has worked for around 5 years each in the South Asia Energy Division and the Central and West Asia Energy Division, including over 3 years as an outpost at ADB’s Pakistan Resident Mission. In April 2020, he joined the East Asia Sustainable Infrastructure Division as Unit Head of Project Administration.

Nadia Tasnim

Nadia Tasnim possesses sixteen years of experience in the power and energy, and development sectors in Bangladesh. She started her career as a Plant Engineer at the Mymensingh 210 MW Combined Cycle Power Plant (under Rural Power Company Ltd) in 2009. Later, she moved to the procurement division based in Dhaka and ensured the availability of major goods, work, and services in due time following the Public Procurement Act and Rules.
