At ADB’s Office of Public-Private Partnerships, Alexander Jett helps manage the Asia Pacific Project Preparation Facility, established to prepare PPP projects. He also supports transaction advisory services for South Commuter Railway in the Philippines. Prior to joining ADB, Mr. Jett worked at the World Bank’s PPP unit in Singapore and the Financial Solutions Unit in Washington DC. He managed the World Bank’s Private Participation in Infrastructure database and helped screen and structure transport and energy PPPs.

Ms. Aliya Mukhamedyarova is currently responsible for the Bank’s portfolio of projects in agriculture, food, nature, and rural development sector ensuring high quality of project implementation and achievement of key portfolio performance indicators. Allison Woodruff is an environmental and natural resource economist with more than 15 years’ experience working on urban water supply and sanitation and natural resource management projects in Southeast Asia and the Pacific. She joined ADB in 2008 as a Young Professional. Prior to this, she held positions with the Secretariat of the Pacific Community, United Nations Development Programme, and other Canadian government and nongovernment organizations.

Ms. Aman Trana is the Director of the Public Financial Management Division of the Asian Development Bank’s Procurement, Portfolio and Financial Management Department (PPFD). She has more than 25 years of professional experience in financial management, financial reporting, auditing, and governance. Prior to joining ADB, Ms. Trana was a Senior Financial Governance Specialist with the IMF, and also worked with the World Bank as a Senior Public Financial Management Specialist.

He has held highly esteemed positions in a multilateral agency, and private and public sectors across several countries such as United States, United Kingdom, Austria, and Saudi Arabia.

Amilcar Bilale is the Regional Procurement Coordinator for the Southern Africa Region, covering 13 countries.
Before joining the African Development Bank in 2019, he worked, for over 21 years, on the implementation of large, medium and small-scale Capex projects for various development partners, the public and the private sector.
Currently, he is leading the MAPS assessments in Angola, Mauritius and Eswatini. Amilcar has a Bachelor’s Degree in Civil Engineering and a Master’s Degree in Sanitary Engineering. He is also a Chartered Financial Analyst (CFA®).

Amr J. Qari currently serves as principal public-private partnership specialist in ADB’s Office of Public-Private Partnership (OPPP). He advises clients on structuring and tendering of PPP transactions and also leads the PPP Coordination and Support Team in OPPP, which is tasked with coordinating ADB’s PPP activities. Before joining ADB, Mr. Qari worked as a corporate lawyer at Simpson Thacher & Bartlett in New York, where he specialized in syndicated lending, acquisition finance and project finance transactions.
