Arin Dutta is a Senior Health Specialist at ADB. He is a health economist who has worked extensively on health sector reform and health financing, especially on the scale-up of health insurance schemes. Before ADB, he held lead technical roles while supporting USAID-funded projects across Asia and the Pacific, and sub-Saharan Africa and worked on innovative financing for social protection in Asia. He has experience in health system strengthening, with a focus on primary care and maternal and reproductive health costing and financing.

Wen-Jing Huang, Ph.D., P.E. is the Head of Overseas Business Center of CECI Engineering Consultants, Inc. After returning from the United States, he immediately joined this company and led a professional team to build up the Intelligent Transportation Systems (ITS). 

Shanti Jagannathan has over 30 years of experience in international cooperation programs in education reforms. She leads ADB-wide work on education policy and strategy and collaborates with other sector offices on knowledge solutions and operations support. Her expertise includes policy research on climate change and education, skills for creative industries, skills for green and knowledge-based economies, and industry 4.0's impact on skills and jobs.
