Minhong Fan

Minhong Fan is a Senior Procurement Specialist with over 30 years of experience in public procurement. She joined the Asian Development Bank (ADB) in 2011, initially serving at the PRC Resident Mission. From 2015 to 2022, she was based at ADB Headquarters, where she served as the procurement focal point for the Central and West Asia Department and later as the regional procurement head for the Southeast Asia Department. In 2023, she was appointed regional procurement head for the East Asia Department and outposted to PRCM.

Angela Kastner

Angela is a passionate procurement professional, believing that buying decisions made by governments, funders and implementers in the development sector have long term impacts and by supporting the sector to improve procurement outcomes we can affect real change. With 20 years’ experience in government, the UN and private sector procurement, Angela has seen the difference a well planned and executed procurement strategy can make to the quality of services delivered to citizens and those in need. At DIAL, Angela is exploring models for financing and procurement of digital technologies.

Karma Wangdi

Karma Wangdi started as an accountant climbing up as Chief Procurement Officer is a lifetime achievement with accounting experience and now as a procurement professional. Equipped with dual experience is an edge given the current fierce competitive world of employment.

He graduated with Honors from Cowan University, Western Australia with BA in Economics and Professional Accountancy. He also received a diploma from the CIPS - The Chartered Institute of Procurement & Supply.CIPS - The Chartered Institute of Procurement & Supply.
