Noel Sta. Ines

Noel is currently a staff-consultant (Procurement and Contract Management Specialist) at the Asian Development Bank. Aside from his over 30 years of extensive experience in the field of procurement (health, education, social welfare, climate change, irrigation / water, power, transport, mining, agriculture, local government finance, SME and environment) and project management, including about 20 years in the World Bank, he has considerable work on community driven development and citizen monitoring.

Jeff Taylor

Jeffrey Taylor is the Deputy Director General, Procurement, Portfolio and Financial Management Department. He also serves as ADB's Chief Procurement Officer representing ADB in the MDB Heads of Procurement forum. Jeff has been working on the public procurement of infrastructure projects for 36 years, the last 16 years of which have been with ADB.

Dae Kyeong Kim

He is a consultant of the Sustainable Development and Climate Change (SDCC) Department of ADB. He has over 35 years of experience in energy sector, working internationally with development organizations, governments, private sectors and research institutions. He worked for ADB as a senior energy specialist (Smart Grids) from 2017 to 2020. He holds a MSc degree in electrical engineering from the Han Yang University (Korea).

Catherine Santiago

Ms. Catherine Santiago is the Unit Head of portfolio Management of the East, Central and West Asia Team of the Energy Sector Office. She has more than 20 years of experience in public and private procurement management, including the development of new Procurement Policies and Regulations. She earned her Master of Science (MSc) in Management with Specialization in Operations, an MSc in Engineering Science from the Rensselaer Polytechnic Institute, Hartford, Connecticut, USA; and an MBA with specialization in Finance from the University of Connecticut, USA.

Rehan Kausar

Rehan was until recently a Principal Portfolio Management Specialist in SEOD. Before this, he was Head of the project Administration Unit and Senior Infrastructure Specialist in SEEN for 5 years. Rehan started his ADB career as an Infrastructure Specialist in IRM for 2 years and was then outpost to OPR for one year. Before ADB, he was a consultant to ADB and worked as an Advisor, Housing and Spatial Planning in ADB’s Extended Mission to Sumatra for almost 2 years. He also worked as a consultant to the World Bank. Before that, he spent his entire career in the private sector.
