Anne Gin is a lawyer by profession and joined ADB in 2007 first as a legal consultant within the procurement division before moving to ADB’s Office of Anticorruption and Integrity (OAI) a couple of months later as an Integrity Specialist. She re-trained as a Certified Fraud Examiner and remained in OAI for over 7 years during which time she led investigations into multiple procurement related integrity allegations.

Ms. Sharlene Shillingford-Mcklmon is Senior Procurement Specialist at the Asian Development Bank (ADB). She is assigned to the South Asia Transport portfolio and is outposted to the Bangladesh Resident Mission. Prior to joining the ADB, Sharlene headed the East Caribbean Mission to the European Union in Brussels, Belgium where she worked for 3 years primarily on negotiation and mobilization of development finance with the European Commission.

Ms. Koiso is a Senior Procurement Specialist at the Asian Development Bank (ADB) since 2012. She provides procurement planning and implementation support to the ADB’s energy sector projects. Earlier, she was outposted to the ADB Indonesia resident mission, where she assisted government agencies in assessing and strengthening the public procurement system. Before joining ADB, she worked for the Japan International Cooperation System and provided procurement services to the grant projects under the official development assistance.    

A proven track record of delivery, strong leadership, and global networking has enabled Mr. Dawda to achieve success at an international leading level in setting a strategic direction and guiding teams through organizational delivery goals. With experience in India and the Asia Pacific region, having gained core capabilities in the UK within the AMP water framework environments, Mr. Dawda has shown himself to be resourceful and adaptable in working at the local project level alongside managing engagement with senior company Presidents.

Mel Altoveros is a Procurement Specialist in ADB’s Procurement, Portfolio, and Financial Management Department. A Canadian national, he has 28 years of contracts and procurement experience spanning various industries including oil and gas, EPC, and the academe. Before joining ADB, he worked in several countries including Canada, Saudi Arabia, Kuwait, and the Philippines in various leadership roles.

Janyna Rhor has been working on procurement in Latin America, the Middle East, and Asia for more than 27 years. She is currently a Principal Procurement Specialist in the Procurement Division 2 of the Asian Development Bank (ADB), supporting the procurement portfolio of Bangladesh in the ADB Resident Mission in Dhaka.
