Olivier Leonard

Olivier is currently based in Tbilisi, Georgia, where he supports the Asian Development Bank’s (ADB) procurement policy dialogue and development projects across Central Asia and the Caucasus. He joined ADB in 2010 as Head of Procurement and Contracts and has since held several roles in both corporate and operations procurement.

Prior to joining ADB, Olivier served as a Senior Contracts Officer at the European Space Agency in Rome and as a Legal Officer with the European Commission in Brussels. He earned his law degree from UCLouvain and holds a Master’s degree in European Union Law from Ghent University (UGent), a Master’s degree in Intellectual Property Law from KU Leuven, and an LL.M. in International Business Law from University College London.
