Pisila Matafahi Otunuku holds the post of Deputy CEO for Finance and is also the Head of Procurement. Prior to working with the Ministry of Finance, she was Deputy Director and Head of Finance at the Ministry of Infrastructure, Head of Finance for Westpac Tonga as well as Assistant Lecturer for the University of the South Pacific.

In her current role, she has been instrumental in driving the procurement reform agenda in process improvements, legislative review, capacity development as well as awareness programs.

Mohammed Amin Saskai is a Senior Procurement Specialist with the World Bank in Sydney. He engages in procurement reform dialogue with Pacific Island countries and provides fiduciary support to the bank’s financed projects. Previously, he was a Senior Procurement Officer at the Asian Development Bank (ADB), coordinating procurement strategy, planning, support, and capacity development for ADB projects in Fiji, Solomon Islands, Vanuatu, and Niue. Prior to joining ADB in 2021, Amin worked for the Australian Government, World Bank, and United Nations.

Cris Nunes is a Senior Procurement Specialist based in the World Bank’s office in Sydney. He and his team are responsible for procurement reform dialogue with Pacific Island countries and for the fiduciary oversight of the bank’s investments in this area. Cris has more than 20 years’ experience in public procurement and prior to joining the World Bank, Cris worked as a procurement expert for the Brazilian and Timorese Governments and the United Nations Development Programme (UNDP).

Angelia Williams is the Director of Major Projects and Procurement Support Division of the Ministry of Finance and Economic Management in the Cook Islands. This role oversee and supports various Government Agencies and Committees who play a vital role in making critical Infrastructure decisions in the Cook Islands. Angelia has a business degree, a Marsters in professional accounting and some accredited financial and project certifications. In addition to this, on a personal level - she leads multiple sports and cultural groups.

Khounkham Thammalangsy is a procurement specialist with over a decade of experience in project administration, procurement, and consultant recruitment at the Asian Development Bank (ADB) in Lao People’s Democratic Republic. His expertise lies in providing procurement training, conducting fiduciary reviews, and due diligence. Khounkham is an ADB-accredited procurement staff. His passion lies in strengthening public procurement in the country and helping government agencies and companies thrive through effective and good services and value for money.

Vijay Kumar Akasam is an experienced development professional. He holds a master’s degree in Sanitary Engineering from IIHE, Netherlands and a bachelor’s degree in civil engineering from India and has over 30 years of experience covering entire project cycle including planning, designing, procurement, contract administration, project implementation, program and portfolio management.  Vijay was a consultant before joining ADB in October 2017.

Mr. Shim is a Senior Procurement Specialist - Procurement Division, Procurement, Portfolio and Financial Management Department (PPFD), and outposted to Resident Mission in the People’s Republic of China (PRCM) to support ADB’s portfolio in the East Asia region of ADB. He has over 30 years of experience working in the public and private sectors on various infrastructure projects in the energy, transport, and water sectors.
