Stefania Dina

Stefania is responsible for ADB’s projects in the agriculture and rural development sector in Myanmar, Viet Nam and Timor-Leste. She is committed to sustainable agriculture as a means to reduce our environmental footprint and achieve food and nutrition security. She is a development economist with experience in Asia and Africa. Prior to join ADB, she worked at the International Fund for Agricultural Development, the European Commission and in the private sector.

Vinayagan Dharmarajah

Vina is the Regional Director (Asia) of BirdLife International and has been in post since January 2017. BirdLife International is a Partnership of about 120 local organizations globally and supports conservation in 15 countries in Asia. Prior to joining BirdLife, Vina worked for the business school INSEAD for almost 6 years as its Legal Counsel in Asia. He has a Bachelors (LL.B. Hons) degree in law from the University of Bristol in the United Kingdom, a BA.

Niu Zhiming

Niu Zhiming is responsible for managing and implementing projects for the environment, natural resources, and agriculture sectors at ADB People’s Republic of China Resident Mission. He is also the resident mission’s focal for Global Environment Facility programs as well as biodiversity and climate change. He holds a PhD in watershed management and earned an executive MBA degree from CEIBS in Shanghai.

Kim Thi Thuy Ngoc

Ms. Kim Thi Thuy Ngoc is working at the Institute of Strategy on Natural Resources and Environment (ISPONRE), Ministry of Natural Resources and Environment (MONRE). She graduated at Ha Noi National University in 1994 with a major in biodiversity. She also earned her Master of Science at the Asian Institute of Technology (AIT), Bangkok, Thailand. She obtained her Ph.D. at Ha Noi National University.

Wahyuningsih Darajati

Wahyu Darajati serves as Primary Planner, supporting the Deputy Minister for Natural Resources and Maritime, particularly for the implementation of the sustainable development goals (SDGs). She joined the Ministry of National Development Planning/National Development Planning Agency (Bappenas) in 1986 and took on the roles of Director for Forestry and Water Resources Conservation (2016-2018); Director for Environment (2011-2016); Director for Food and Agriculture (2008-2011); Director for Marine and Fisheries (2002-2008); and Director for Natural Resources and Marine (2001-2002).

Gem Castillo

Gem Castillo is currently the President and Chairman of the Board of the Resources, Economics and Environment Center for Studies (REECS). He is also concurrently the President of the Resources and Environmental Economics Foundation of the Philippines (REAP) and the National Director of the Economy and Environment Group Philippines (EEG), the country institution partner of the Economy and Environment Partnership in Southeast Asia.

Silvia Cardascia

Silvia is a water resources specialist at ADB, where she supports the design of projects in the People’s Republic of China and Mongolia. She also works on knowledge management and is one of the authors of the Asian Water Development Outlook 2020. Prior to joining ADB in 2018, she was a research assistant at the University of Oxford, a United Nations Fellow and a Programme Officer for the Italian Agency of the Ministry of Foreign Affairs in Addis Ababa.

Cynthia Malvicini

Cindy Malvicini has held numerous lead positions in operations and communications in ADB. Prior to her appointment as Country Director, she was ADB’s Deputy Country Director and Officer-in-Charge for Uzbekistan. From 2007 to 2014, she worked as a Water Resource Specialist in ADB’s South Asia Department, and until 2017, she served as Project Management Unit Head. She graduated from Cornell University in New York in 2000 and Wheaton Graduate School in Illinois in 1988. She has master’s degrees in agriculture (water resources management) and intercultural studies.
