David Angelson (MMedSci, PhD) is a New Zealand-based clinical epidemiologist focusing on environmental health, One Health, climate finance, and the health consequences of climate change. During the COVID-19 outbreak, he served with Partners In Health under the Massachusetts Department of Public Health, Infectious Disease Epidemiology & COVID-19 Response team.

Vannarom Moeung is the Undersecretary of State at the Ministry of Health of Cambodia and serves as Project Coordinator for the Border Areas Health Project. With a strong foundation in both clinical practice and health systems management, he holds a Master of International Studies in Health Administration from Kobe University, Japan, and a Doctor of Medicine degree from the University of Health Sciences in Phnom Penh. His early training as a medical assistant further grounded his practical understanding of healthcare delivery.

Dr. Viengkhan Phixay holds a medical doctor degree from the National University of Health Sciences, Lao PDR. She previously served as a Senior Health Officer at the Ministry of Health (MOH), working in the maternal and child health sector for more than 10 years. During her tenure at the Mother and Child Health Center, she provided dedicated support and leadership to the implementation of the MOH’s Maternal and Child Death Reduction Program.

Dr. Patrick Almeida has been working in the field of migration health for the past 8 years in a range of humanitarian and development settings. He is currently serving as the Regional Thematic Specialist for Migration Health with the International Organization for Migration’s (IOM) Regional Office for Asia and the Pacific, based in Bangkok. In this capacity, he provides support and advice to IOM Country Missions, governments and local, regional and global partners to promote the migration health agenda across the Asia Pacific.
