Vannarom Moeung is the Undersecretary of State at the Ministry of Health of Cambodia and serves as Project Coordinator for the Border Areas Health Project. With a strong foundation in both clinical practice and health systems management, he holds a Master of International Studies in Health Administration from Kobe University, Japan, and a Doctor of Medicine degree from the University of Health Sciences in Phnom Penh. His early training as a medical assistant further grounded his practical understanding of healthcare delivery. Since 2019, in his current role, he supports the Secretary of State on key portfolios, including health planning, statistics, policy and strategy development, digital health, universal health coverage, private sector engagement, and ASEAN health cooperation. He also serves as Secretary General of the Medical Council of Cambodia.

Over more than two decades of public service, Vannarom Moeung has held a range of senior technical and leadership positions across Cambodia’s health sector. He previously served as Director of the National Center for Traditional Medicine (2013–2019) and Deputy Director of the Department of International Cooperation (2008–2013), where he contributed to strengthening partnerships and advancing national health priorities. Earlier in his career, he played a key role in resource mobilization and coordination for the National AIDS Authority and worked as a technical officer in traditional medicine. His career began at the provincial level in Takeo, where he held roles in maternal and child health and operational district management. His extensive experience reflects a deep commitment to strengthening health systems, promoting integrated approaches to care, and advancing equitable access to health services in Cambodia.
