Patrick Büker

Dr. Patrick Büker is a planning officer in the sectoral department of GIZ Germany. He has been working in the field of environmental protection and climate change mitigation for more than 25 years. His specific interests and areas of expertise include air quality management, environmental impact assessments, mitigation of greenhouse gases – including short-lived climate pollutants (SLCPs) – and Just Transition concepts. He has worked extensively on these topics in developing countries and emerging economies.

Martina Otto

Martina has over 25 years of experience in Environmental Policy and Programme Management, with a particular focus on energy, buildings, transport and sustainable cities, as well as partnership building. At the UN Environment Programme, she has served in different functions out of Paris and Nairobi, including in the Executive Office, heading UNEP’s work Transport, Bioenergy, Energy Policy, UNEP's work on on Cities and the Secretariat of the Global Alliance for Buildings and Construction, and now heading the Secretariat of the Climate and Clean Air Coalition.

Sherwin Pu is currently the Head of Business Development Team within ADB's PSOD, which includes ADB Ventures Facility. He has 20+ years in investment banking, private equity, structured financing; and led dozens of landmark debt/equity finances covering a wide range of sectors - renewable energy, sustainable transportation, environmental protection, healthcare, modern agriculture and logistics. Having served in ADB for more than 15 years, his professional experience is pan-Asia Pacific.

PRC’s Carbon Market: Accelerating a Green Economy in the People's Republic of China and Reducing Global Emissions

Adopting a carbon emission trading system provide a theoretical way to solve the problem of inefficient allocation of carbon emission rights and may bring huge potentials for energy saving and emission reduction. This presentation explored the emission reduction effect of carbon emission trading mechanism using DID and PSM-DID measurement methods and city-level data in China from 2004 to 2015. The results show that the implementation of the carbon emission trading system has significant emission reduction effects for the 11 pilot cities studied.
