Teodoro B. Padilla

Mr. Teodoro B. Padilla is the Executive Director of the Pharmaceutical and Healthcare Association of the Philippines (PHAP), representing the research-based medicines and vaccines sector in the country. As executive director, he represents PHAP in high-level policy discussions and engagements to advance health, access to medicines and ethics. He is also a trustee of the PHAPCares Foundation, the corporate social responsibility arm of PHAP whose mandate is to make healthcare more accessible to the poor, sick and victims of disasters.

Jerome Kim

Dr. Jerome Kim is the Director General of the International Vaccine Institute (IVI) and an Adjunct Professor at the Graduate School of Public Health, Yonsei University in Republic of Korea. Dr. Kim was Principal Deputy and Chief of Laboratory of Molecular Virology and Pathogenesis in the US Military HIV Research Program (MHRP) and also served as the Project Manager for the HIV Vaccines and Advanced Concepts Evaluation Project Management Offices, US Army Medical Materiel Development Activity in Fort Detrick, Maryland.

The 13th Policy Actions for COVID-19 Economic Recovery (PACER) Dialogue on “Managing safe, equitable, and effective COVID-19 vaccination" featured COVID-19 vaccines development and distribution, reliable supply, financing options, and policy actions for effective vaccination. Over 90 government officials from Southeast Asia and the People’s Republic of China and development partners participated in the Dialogue, sharing experiences and lessons on COVID-19 vaccine distribution policies and strategies.

Anup Malani

Anup Malani is the Lee and Brena Freeman Professor at the University of Chicago Law School and a Professor at the University of Chicago Pritzker School of Medicine. He is also a Research Associate at the National Bureau of Economic Research in Boston and an editor at the Journal of Law and Economics.

Valentina Barca

Valentina Barca is an independent consultant with a focus on how delivery systems (e.g design and implementation aspects) can facilitate the responsiveness, inclusiveness and effectiveness of social protection systems. In recent years she has worked extensively on integrated information systems (including social registries), shock responsiveness, digital identity and voice and accountability mechanisms - all applied to the field of social protection and including research, policy design and implementation work in Asia, Africa and Latin America, across over 15 countries.

Edward Archibald

Edward Archibald is an independent consultant with experience in shock responsive social protection across Asia, Africa and the Middle East. He is currently a Social Protection Expert with the Social Protection Approaches to COVID-19: Expert advice helpline (SPACE), which is supported by the UK and German governments. His other recent clients include the World Bank, UNICEF and Save the Children.
