Ashish Tiwari, a senior member of the Indian Forest Service with over 30 years of experience, has led major environmental and climate governance initiatives as Secretary (Environment, Forest and Climate Change, Uttar Pradesh) and Member Secretary of multiple state authorities. An alumnus of IIT Delhi and Forest Research Institute, he is recognised for pioneering work in air quality management, circular economy, climate change mitigation and adaptation, biodiversity conservation, and technology-driven environmental compliance.

Kenichi Maekawa is a Consultant at EXRI (EX Research Institute, Ltd.). He specialize in solid waste management and circular economy strategies. With 19 years of experience in Japanese municipal government, Maekawa has extensive expertise in collection and recycling systems as well as disaster waste management. He apply this practical knowledge to international development, supporting 3R initiatives in Pacific Island Countries and conducting waste surveys in Mongolia. Case studies demonstrated applications in waste management and recycling policy, showing how scenario analysis and iterative refinement improved decision-making.

Aligning Circular Economy Goals and International Commitments

The presentation discussed how ADB could align circular economy (CE) goals with international commitments such as the Paris Agreement, Kunming-Montreal Global Biodiversity Framework, and upcoming Global Plastics Treaty. It outlined the rationale for integrating CE into treaty implementation, proposed frameworks and regional action plans, and highlighted strategies for mainstreaming CE in ADB operations through policy reforms, financing, capacity building, and private sector engagement.
