Francesca Montevecchi

With over 15 years of experience, she has supported governments worldwide in advancing circular economy, zero-waste, and sustainable plastics policies. Her work includes leading national and regional strategies, facilitating high-level multi-stakeholder dialogues, and delivering capacity building on extended producer responsibility (EPR), reuse systems, just transition, and inclusive waste governance, with a strong focus on Southeast Asia and the Pacific.

Prior to joining ADB, she worked with UNEP, the World Bank, UNDP, GIZ, and the European Commission on waste management strategies, marine litter action plans, national plastics roadmaps, zero-waste strategies, and circular economy initiatives. She has extensive experience in coordinating multi-country policy and regulatory projects, as well as leading policy development across ASEAN, the Western Balkans, the Pacific, and Latin America.

She has an academic background in Environmental Engineering, including research and teaching experience at the Vienna University of Economics and Business.
