Steven Gillard is a Principal Procurement Specialist and the Head of the Consulting Services Unit in the Procurement, Portfolio and Financial Management Department at ADB.

Prior to joining ADB in 2017, he was Associate Director and Head of Operations in the Technical Cooperation Department at the European Bank for Reconstruction and Development, where he worked for 12 years procuring consultants.

He is an English law-qualified solicitor and worked as an insurance and projects lawyer in private practice before joining EBRD.

Karl Lomibao is a seasoned change manager with over 15 years of experience in driving adoption and managing change. Throughout his career, Karl has demonstrated a unique combination of technical and interpersonal skills, making him an expert in navigating complex organizational changes. With a proven track record of success, Karl has helped organizations of all sizes to effectively embrace new technologies, processes, and ways of working.

Rubina is a Principal Procurement Specialist at the Asian Development Bank, based at the ADB office in Papua New Guinea and covering the South Pacific Region. She has diversified experience working in public procurement on various infrastructure projects including procurement reforms. Rubina focuses on ADB Procurement Framework and the upcoming ADB pipeline.

Sharad has over 25 years of professional experience in railways and international development. He started his career with the government in the prestigious Indian Railway Service.

Allison Woodruff is an environmental and natural resource economist with more than 15 years’ experience working on urban water supply and sanitation and natural resource management projects in Southeast Asia and the Pacific. She joined ADB in 2008 as a Young Professional. Prior to this, she held positions with the Secretariat of the Pacific Community, United Nations Development Programme, and other Canadian government and nongovernment organizations.
