Markus Roesner is the Principal Transport Specialist in ADB's Transport and Communications Division, Southeast Asia Department. 

Tom has over 15 years of professional experience in procurement. He is MCIPS qualified. Before joining ADB, in 2017, he worked, for an international development organization, in London, as a procurement specialist, providing consultancy services to public sectors in developing countries in Africa, Asia, and Latin America. 

Mr. Rodrigo is a consultant working with the Asian Development Bank (SERD) under the ASEAN Catalytic Green Finance Facility (ACGF). He has over ten years of experience in originating, structuring, and implementing infrastructure projects. Prior to joining ADB, he was a Southeast Asia Business Development Manager at CENTUNION S.A., a Spanish General Contractor specialized in industrial and transport projects, and worked also as Trade and Investment Advisor in the Economic and Commercial Office of the Spanish Embassy in Manila.

Yuichiro Yoi holds an MBA from Judge Business School, University of Cambridge. Before joining ADB, he worked for the Japan Bank for International Cooperation, where he handled both public and private sectors, both corporate and project finance, with global coverage. He led landmark project financing deals in the region, cofinanced with ADB.
