Closing the NDC Fund Gap: Private-Public Sector Cross-Border Venture Capital Funds

Fred Chang

Mr. Chang combines over 25 years of venture capital, intellectual property investing and start-up company experiences in the US and China where he has conducted cross-border investments and helped build the businesses for international VC and intellectual property investment firms, as well as emerging climate-tech companies. Mr. Chang started his career in McKinsey & Company’s Greater China practice where he participated in a 30-year Energy & Environmental Policy project in Taiwan.

Blended Finance for Upscaling Clean Energy in Nepal

The Austria-Nepal Renewable Energy Blended Finance Facility employs innovative financing mechanisms for local renewable energy projects and provides capacity building activities for key stakeholders to upscale clean energy in Nepal and achieve environmental, social and gender co-benefits through the use of a blended finance instrument (the first ever Credit Guarantee Fund in Nepal) and local capacity development.

Eva Kelly Oberender

Eva Kelly Oberender is an expert in renewable energy financing and climate change policy with a deep understanding and proven industry experience within the clean energy sector. In her over 15 years with REEEP, she has taken on a variety of leading strategic roles and been integral in driving forward REEEP’s mission to advance market readiness for clean energy services in low- and middle-income countries. She is currently on the management team of the Private Financing Advisory Network and since early 2022 has headed the organisation as REEEP’s CEO.

National Climate Financing Vehicle and ESG Investing in Korea

Although the size of committed climate finance is increasing, it is far less than what is needed to implement NDC action. The Korean government has recently set up a national financing vehicle, climate response fund, to accelerate the flow of financial resources to NDC action. The fund aims to secure the financial resources needed to effectively respond to the climate crisis and promote the transition to a carbon-neutral society and green growth. We review issues in the fund's sustainability beyond initial capitalization.

Ick Jin

Ick Jin is currently the Assistant Chief for Economic Analysis in the National Assembly Budget Office. He undertakes financial analyses on the effect of public expenditures and economic programs. Before joining NABO, he worked at Korea Insurance Research Institute, Korea Capital Market Research Institute, and the Bank of Korea. Mr. Jin holds a Ph.D. from the Rice University at Houston, a CFA designation, and a CIPM designation. His primary research interest includes ESG investing, climate finance, climate technology, sustainable development among others.
