International Forum on Low Carbon Development for Central Asia Regional Economic Cooperation Program Cities

Rapid urbanization has been accompanied by increasing demand for energy and natural resources, and consequently disproportionate greenhouse gas (GHG) emissions from cities. Witnessing unprecedented variability in weather conditions, anticipating climate change-induced threat, and recognizing the urgency to act, a historic agreement was made at the United Nations Climate Change Conference of Parties in Paris in December 2015. As part of the commitment to the Paris Agreement, 177 parties to the United Nations Framework Convention on Climate Change (including many CAREC countries) submitted their nationally determined contributions (NDCs) that committed to reducing carbon emissions and adapting to the impacts of climate change, while advancing their respective development programs aimed at achieving the Sustainable Development Goals or SDGs.

An International Forum to promote Low Carbon City (LCC) development was held in Beijing, PRC on 4-6 December 2018. The Forum facilitated the exchange of knowledge and experiences based on the ongoing pilot city experiences and international best practices. The Forum tackled cross-sectoral approaches, integrated planning, and emerging issues such as transforming old industrial towns into modern, livable, low carbon cities, as well as, a range of innovative tools for climate-smart development. The Forum engaged multiple stakeholders including civil society, policy-makers, and the private sector to promote substantive cooperation in LCC development. Approximately 150 participants from various CAREC and PRC cities were invited to participate in the Forum and site visits to low carbon pilot projects in the Beijing metropolitan area.
