economic demands. Speakers will examine strategies for building high
quality, coordinated data systems that enable timely, evidence-based
decisions in education and skills development. The session will highlight how
research analytics and AI-powered tools can guide policy, optimize
investments, and support rapid interventions, with real-world examples
showcasing measurable impact.

The opening session of the second day of the Forum explored how education and skills systems can prepare Asia and the Pacific for a more prosperous, inclusive, and sustainable future amid accelerating climate impacts, digital transformation, and rapidly evolving labor-market demands. The session introduced the lens of the day, spotlighting the growing urgency for faster, more effective skills development, the importance of climate and future-proof learning, and the critical role of multisector collaboration in delivering transformation at scale. 

Paul Crilley

Paul Crilley is a Chartered Telecommunications Engineer (C.Eng, MIET) with over 35 years of international experience in ICT, digital infrastructure and rural broadband across Asia, Africa, and Europe. He specializes in practical, financially sustainable connectivity solutions for underserved and remote regions, drawing on deep field expertise in fibre networks, satellite systems, wireless access, mobile technologies and critical ICT facilities.

John Phillip Sevilla

Mr. John Phillip Sevilla, or “Sunny”, is a Senior Markets Development Advisory Specialist for the Office of Markets Development and Public-Private Partnerships in the Asian Development Bank. He previously served as Consultant to the Philippine Department of Transportation and Communications from 2015-2016, Commissioner of Customs from 2013-2015, and Undersecretary for Privatization of the Department of Finance, from 2010-2013 and 2006 to 2007, and served as the Executive Director of the Asian Special Situations Group, Goldman Sachs (Asia) from 2000 to 2004.

Irene Kaggwa

Irene Kaggwa is the Programme Manager at the International Telecommunications Union (ITU) for Giga, a joint ITU-UNICEF initiative that seeks to connect all schools to the Internet by 2030. Prior to that, she worked in different roles within the Uganda Communications Commission – the regulator in the communications sector in Uganda, for a period of more than 23 years.

Peter Fagerström

Peter Fagerström is the Founder and Executive Chairman of Educraftor and Co-Founder of Teach Millions. He brings extensive experience in education innovation, digital learning, and ecosystem development, working with partners such as ministries, the European Commission, and UNESCO. Peter focuses on strengthening learning ecosystems and digital infrastructure to advance competence development and inclusive, high-quality education globally.

Presentation of Data-Driven Capacity Building: Building Systems that Learn, Adapt, and Thrive

This presentation examined practical models for delivering and sustaining rural school connectivity using satellite and Wi-Fi solutions, outlining installation costs and network design, field lessons on power reliability and data management, and emphasizing that sustainable digital transformation in education requires holistic technical, financial, organizational, regulatory, and community alignment rather than one-off technology pilots.

Capacity Building Models: System Transformation Involving Stakeholders

This presentation examined capacity building models for system transformation, emphasizing teacher professional development at scale through principles of equity, quality, and efficiency, a six-pillar ICT-enabled framework for strengthening TPD systems, university-based teacher training and recruitment models, and data-informed analysis linking teacher development policies to student cognitive and non-cognitive outcomes to support continuous improvement across training, recruitment, and professional development stages. 

Data-Driven Capacity Building: Shaping the Future

This presentation introduced CAITO’s data-driven capacity building approach, showcasing its Workforce Intelligence System as an example of how integrated data platforms, real-time dashboards, and AI-powered analytics can transform fragmented information into actionable insights to support proactive workforce planning, skills mapping, and coordinated local, regional, and national decision-making toward systems that learn, adapt, and thrive.
