Stephane Bessadi

As part of ADB's Procurement, Portfolio, and Financial Management Department (PPFD), Stephane Bessadi strategically supports infrastructure project design and procurement in Asia and the Pacific, focusing on sustainability, operations and maintenance, and low carbon technologies. He is based in the ADB resident mission in India, New Delhi. Stephane also leads on innovative water and wastewater practices and technologies from the water service industry.

Noriyuki Mori

Mr. Mori mainly covered the technical support, advisory and knowledge sharing in the field of IWRM, especially dam optimization (more efficient and effective utilization of existing dams). He has extensive professional experience and knowledge of IWRM, including the management of rivers, dams, and wastewater in Japan and overseas. He worked mainly as a technical official of the Ministry of Land, Infrastructure, Transport and Tourism in Japan, and as a JICA expert in Syria and Lao PDR. Desalination for Water Supply and Design-Build-Operate Contract

ADB is developing a 24 MLD desalination plant for water supply provision in the Jaffna peninsula, Sri Lanka through a design-build-operate (DBO) contract. This is the first large-scale desalination plant for drinking water supply financed by ADB, and serves as a good case for DBO application to attract top leading players. Both DBO and the desalination systems are the trend for future projects' procurement processes and water supply investments.

This one-day workshop served as a platform to share the experiences and the lessons learnt during the project development process.
